Seminaret vil fokusere på hvilken betydning grønn innovasjon har for økonomisk utvikling av jordbruk og distrikt. Det knyttes opp til EU og dets fokus på en kunnskapsbasert bioøkonomi, klima- og energipolitikk som støtter opp om en lavkarbon-økonomi og spørsmål om effektiv produksjon.
Karlheinz Knickel vil presentere hvordan forskning bedre kan knyttes opp mot politikk og praksis med gjensidig synergi. Slik vil han utfordre rollene til forskere og aktørene innen lokal innovasjon.
Til slutt ønsker vi en diskusjon rundt noen nøkkelspørsmål i skjæringspunktet mellom forskning og politikk: Hvordan skal vi operasjonalisere begreper som økosystemtjenester og hvordan skal de inkluderes i politikkutvikling? Hvordan kommer vi fra politiske mål til konkrete strategier og virkemidler? Hvordan integreres miljømål i sektorpolitikk? Hvordan evaluere politikken og hvor effektive er politiske virkemidler?
Seminaret vil foregå på engelsk.
Abstract
The seminar is meant will start with an exploration of the role of green innovation in agriculture and rural development. Reference will be made to the European idea of a ‘Knowledge-based bio-economy’, climate and energy policy supporting a low carbon economy, the old and still challenging question of resource efficient production systems, and, as a background to it all, the relatively recent idea of the resilience of social-ecological systems. Knickel will discuss innovation and innovation systems as a learning process.
‘In the second part of the seminar we will ask how effective policy-practice-research linkages in this sphere could look like. The bridge from the first part of the seminar to the second is an environmental management that aims at building ecological resilience through analysis, adaptive resource management and adaptive governance. We will move from a linear understanding of innovation processes to systems and networks. The move implies a different understanding of the role of researchers and innovation agents. Reference will be made to the idea of co-development.
The last part of the seminar will focus on some key questions at the policy-research interface: How to operationalise natural capital and ecosystem services concepts? How to incorporate both in policy development? Programming – How to move from overarching policy goals to strategies and measures? How to integrate environmental goals in sector policies? Policy evaluation – How effective are particular policies/instruments? Most questions are meant to provide a starting point for further discussions and joint work.
About Dr. Karlheinz Knickel
Dr Karlheinz Knickel is an agricultural economist with more than 20 years experience working with major institutions and decision-makers at national and international levels. In the last 2.5 years he was a Senior Economist in the New Zealand Ministry for the Environment. His focus was on connecting science information and strategic analysis with policy development and programming. From 2003 to 2008 Karlheinz was the Executive Director of the Institute for Rural Development Research (IfLS) at Goethe University Frankfurt/M. Since July 2011 Karlheinz works as an independent consultant in Sustainability Strategies and Innovation based in Frankfurt/M. He is also a Research Associate at the University of Gloucestershire, UK, and the International Institute for Sustainability Analysis and Strategy (IINAS) Darmstadt, Germany. Karlheinz has comprehensive experience in interdisciplinary conceptual and analytical frameworks and a particular interest in effective interfaces between practical, research and policy levels.
